Chrome has been closed, ended in task manager, extensions disabled, settings to make it run in the background disabled, and nothing still. Click on the Reset settings button to reset the Chrome browser. EDIT: I solved the issue by reinstalling chrome (while chrome was already installed) and found the file location, launched the new exe and verified that it was up to date, and replaced my pinned chrome in the taskbar with the new exe.
